魏王國的國王派任一位大臣負責全王國官吏的選拔、考核和任免。

這位大臣的名字叫做(盧毓)

 

在他正式上任之前,

國王對他說。

 

你這個職位很重要,我充分的授權給你,你想要在那個職位安排那個人任職,完全由你決定。

 

但我只提醒你一件事情,那就是你在尋找合適的人才時,千萬不要只找那一些有名望的人。

 

名望就像是在我拿一根棍子在地上畫的一個餅,這個餅並不是真的。

 

盧毓回答。

國王您說得對,但是我有其他的看法。

雖然一個人的名望與他的能力不一定相符,

但是名望卻仍然是一個找尋人才的重要依據。

 

一個人有名氣也有可能是因為他真的很有才能,所以被大家推崇。

 

我建議應該這樣做。

我們應該聘請這些有名望的人為我們王國服務。

同時我們要建立我們官僚體系中的考績制度。

 

當這些人進到官僚體系之後,我們就能用這一套明確的考績制度去評估每個人是否真的有才能。

 

我們應該讓用制度去管理這些人才,而不是用個人的情感去管理這些人才。

你盡快去完成這一套公平並且可以執行的考績制度。
