這些附庸王國原先都會定期進貢金錢給他。
但是由於各附庸王國之間時常互相爭戰，各個附庸王國都花費了巨大的軍事支出。
因此所有的附庸王國就不再進貢金錢。
當時周王朝可以控制的土地範圍只有一小塊，所得的稅收無法應付整個皇室龐大的支出。
他只好跟一些富豪們借錢，維持整個皇室龐大的開支。
但是借錢終需要還。
後來由於他一直拖欠不還款，因此這些富豪們便聯合起來向他索討這一筆龐大的借款。
他為了逃避這些債主們，他就躲到他皇宮內的一座高台上，所有人他都拒絕見面。
這句成語被用來形容一個人欠了非常多的錢。
