There is a paragraph in his book as
follows.
Someone asked him.
How do you think the leader of a kingdom
should govern his kingdom?
He replied.
I think a good leader should hold a macro
vision. He should focus on the whole rather than one-sided.
He should learn the wisdom of the Creator
by observing everything in this world.
He should use this wisdom to lead the
kingdom.
Let me give an example.
You see that the sky is vast enough to
cover the entire world.
You can see that the land is so broad that
so many animals can live on it.
All kinds of different kinds of soil are
stacked to form a high mountain.
Many different rivers converge into this
ocean.
The mindset of leaders should be the same.
The truth in nature is very simple, so
leaders should also set up a set of humane and clear legal rules for the people
to abide by.
After setting the boundaries of the law,
implement it in the simplest way.
The law should not be too detailed, and
should not deliberately treat the people's small flaws.
The law should not be too strict, and
proper and discussion space should be maintained.
After establishing these rules, the next
step is to actually enforce these laws.

use subjective likes and dislikes to govern the people.
Instead, objective laws and regulations
should be used to govern the people.

中國的戰國時代，著名的思想家(韓非)，他寫的書影響了當時許多王國的統治者。
他寫的書中有一段如下。
有一個人問他。
你覺得一個王國的領導者應該如何治理他的王國呢。
他回答。
我認為一個好的領導者應該抱持著宏觀的視野，他應該先針對整體而不是只看片面。
他應該藉由觀察這個世界中的萬事萬物去學習造物主的智慧。
他應該用這些智慧去領導這個王國。
我舉一個例子。
你看看天空遼闊到可以覆蓋整個世界。
你看看大地寬廣到可以讓那麼多動物在上面生活。
各式各樣不同種類的泥土堆疊成為一座高山。
許許多多的不同條的河流匯聚成為這片海洋。
領導者的胸襟也應該這樣。
自然界的道理是很簡單的，所以領導者也應該設立一套合乎人性而且明確的法律規則讓人民去遵守。
對於法律訂定界線後，就用最簡單的方式去執行。
法律不要訂得太細瑣，不要刻意地看待人民的小瑕疵。
法律不要訂得太嚴苛，應該保持適當與可以討論的空間。
建立這些規則後接下來就是要確實的執行這些法律。
總結來說。就是管理者不要用主觀上的喜愛和厭惡治理百姓。
而是該用客觀法則和規定來治理百姓。
讓百姓知道如果他們遵守法律就會得到獎賞，如果他們不遵守法律就會受到懲罰。
讓百姓知道榮譽和恥辱的責任在於自己，而不在於他人。
這句成語的意思是挑錯，刻意放大別人的缺點。
