You are an expert in Confucianism, and you are well behaved. You have very good moral character.

We all admire your attitude towards learning, you are the best example of diligent study.

But the king and the prime minister do not trust you. You were sent to remote southern China a few years ago.

In recent years, you have been transferred back to the capital, and you have become a teacher in the Confucian Academy, but the king and prime minister still do not value you.

There are many bad officials who often design to frame you, and you often fail.

Your friends also don't offer to help you when you're in trouble.

You are often caught in a dilemma.

No matter what you do you are to blame.

Your family suffers with you, and your children don't have enough clothing to keep out the cold. Your wife is troubled every day because there is not enough food.

You are so miserable, but you tell us that you can reap good fruits as long as you study hard.

So I don't agree with what you said.

This idiom means that no matter what a person does, he will be blamed.

(No matter what he does he is to blame)
