The king appointed him and (Zhao Yu) to be
responsible for formulating new laws, so the two of them became good friends.
When they formulated these laws and
regulations, they wrote the provisions very rigorously, and they added a lot of
severe criminal penalties.
Because of the two of them, many laws of
the Han Dynasty became more and more strict.

他照自己的意見獨立處理公事。
國王指派他與(趙禹)一起負責制訂新的法令，因此他們兩個成為了好朋友。
他們在制定這些法令的時候，把條文寫的很嚴謹，而且他們加上了很多嚴厲的刑責。
因為他們兩個人，漢王朝的很多法律變得愈來愈嚴苛。
