Dynasty, a man named (Chen Sheng) led a group of people to rebel against the
rule of the Qin Dynasty. Chen Sheng's behaviour was like a spark that ignited
the long-standing discontent with the Qin Dynasty among people all over China.
In September 209 AD, after hearing the
news, the governor of Kuaiji Province in China thought about how to deal with
this emergency.
He consulted a famous person named (Xiang
Liang) who lived in a town under his jurisdiction.
The governor said to (Xiang Liang)
According to the latest information I have,
many people have gathered in Anhui and Zhejiang provinces in China.
These common people formed the
revolutionary army, and the call of this revolutionary army was to resist the
rule of the Qin Dynasty.
I think the Qin Dynasty will probably be
overthrown in this one revolution.
There is a saying.
If we attack first, we can defeat our
opponents.
If we attack later, we will be overwhelmed
by our opponents.
Although I am an official of the Qin
Dynasty, in order to maintain my current power and status in the future, I will
lead the army of (Kuiji) Province to join these revolutionary troops.

西元209年的九月，中國會稽省的省長聽到這個消息後思索要如何因應這個突發事件。
他找了一個住在他所管轄的一座城市中的一個名人商量，這個名人的名字叫做(項梁)。
省長對(項梁)說。
根據我掌握的最新的情報，中國的安徽省和浙江省中、有很多百姓各自集聚。
這些百姓們組成了革命軍，這些革命軍的訴求是反抗秦王朝的統治。
我認為秦王朝很可能會在這一場革命中被推翻。
有一句俗諺說。
我們先發動攻勢我們就可以制伏我們的對手。
我們若是比我們的對手晚發動攻勢我們就會被我們的對手所制伏。
