Dynasty (25 AD - 220 AD).
Between these two dynasties there was a
short-lived New Dynasty (9 AD - 23 AD).
After the fall of the New Dynasty, China
was in a state of division.
In the Western Han Dynasty, a royal family
of nobles established a kingdom at this time.
The name of this nobleman is (Liu Xuan).
There is a story about him recorded in
history books.
After he founded this kingdom, he did not
concentrate on ruling it.
He gave his wife's father the power to rule
the country.
Every day he held banquets in the palace
with his wife and concubines, where they drank and had fun.
Whenever some of the loyal ministers in the
kingdom wanted to report something important to him, he was always in a drunken
state.
His wife would also scold these loyal
ministers, "Don't disturb our drinking. You can take care of these little
things yourself.
Because of this, the ministers in the
kingdom were very worried about the future of the whole kingdom, so they kept
advising him.
Once, when he heard the advice of these
ministers, he got angry, took out his sword and wanted to kill these ministers.
From then on, the ministers were afraid to speak their minds.
Because of his incompetence, many high
officials who had the power of the central government followed him to casually
handle the public affairs of the kingdom.
These ministers even openly sold their
official positions.
As long as you have money, as long as you
have a good relationship with these big officials, no matter if you are a cook,
an illiterate, or a businessman, you can be hired to work in the central
government.
After these people became officials of the
central government, they dressed in very splendid and extravagant clothes and
bullied ordinary people all over the capital. So all the people were very
angry. The people even made up a ballad to mock and ridicule these people.
The literal translation of this idiom is a
rotten sheep's head.

因為他的無能，所以有很多掌握了中央政府的權利的大官也跟著他一起隨便處理王國中的公共事務。
這些大臣甚至公開販售官職。
只有你有錢，只要你跟這些大官的關係好，不管你是一個廚師或這是一個不識字的人或是商人，你都可以受聘進入中央政府工作。
這些人成為中央政府的官員之後，穿著非常華麗與奢侈的衣服到在首都內到處欺負一些普通的百姓，因此所有的百姓都非常的生氣，百姓們還編了一首歌謠來嘲笑與諷刺這些人。
